Car Alarms: Maxima stock alarm reprogram, alarmtek, hazard lights

I have a 95 Maxima 2.0
The keyless remote failed and I had to buy a new one, I'm finding it very difficult to reprogram my new remote.  I've seen the method of locking the doors and inserting the key in and fully out of the ignition chamber more than 6 times in 10 seconds but I can't get the hazard lights to flash.

The hazard lights work under normal circumstances but I've notice that they don't flash when the alarm is going off.

Any suggestions?
