Car Alarms: vat system, quality security system, pontiac bonneville

I replaced a steering column on a 92 pontiac bonneville se and now it wont crank also the wipers run slow and the dimmer switch is dim and the turn signals go really slow. there is a chip in my key. Do i need to have the computer reprogrammed? Please help.

As far as the dimmer, turn signals, and wipers these have nothing to do with your key.  I would have to think your battery is the culprit here.

To the chip in the key, the steering column in that vehicle just provides contacts for the key so the proper resistance code is sent to the computer to allow the vehicle to start.  Since you replaced the column I would have to assume you are using the key that came with the new column and did not swap out the key cylinder.  The easiest way to bypass this would be to measure the resistance across the key that worked with the original column, pick up a resistor with the matching value and insert the resistor by cutting the VATS wiring between the column and the car and soldering the matching value resistor in to those wires on the car side of the cut wires.  If you do this the vehicle's anti theft system is completely bypassed.  If security is a concern then I would strongly recommend having a good quality security system installed that includes a starter kill circuit.

You can have the vehicle reprogrammed but this would be an expensive repair and I think the aftermarket security system would be a more worth while investment.
