Car Alarms: New Car Alarm, spal as80, spal usa

I've recently purchased and installed a SPAL AS80 car alarm.  I'm assuming I have to program my remotes before they will work correct?  I have followed the instructions to do this however I must enter Valet mode first.  When I try to enter Valet mode nothing happens.  No lights flash or siren chirp to confirm entering valet mode.  I have followed all wiring diagrams and the vehicle specific diagram for a 93 Honda Civic EX.  I have tested the 12V power supply wires to the alarm unit as well as the accessory wire and both give 12V to the alarm unit.  My ground wire is connected to a good ground. I'm not sure what to do now in order to start using my car alarm.  The specific instructions for entering valet mode for this alarm are to: turn key to accessory position and within 5 seconds hold down P1 and P2 buttons on remote until parking lights blink and audible chirp is heard once.  This is not happening.  Any help would be greatly appreciated.  Thanks!
