Do you think it is to late to start a racing carrier at the age of 15?

Answer
No, 15 is fine. Many have started older. As long as you learn quick and have the time and the talent (and budget), 15 is fine.
[Why not - you'll be competing against kids who've been learning for 3-4 years ahead of you, so you have to work really hard to catch up.]
