BMW Repair: BMW 740IL, bmw 740il, pressure fuel

Question
I have a BMW 740IL that will not start.  It does turn over but will not start.  I have put a new battery, someone told me it could be an issue with the key needing to be replaced or possibly reprogrammed.  Is this a possibility??  
Also can not hear fuel pump working...

Any information would help, I have had an terrible time trying to find any information with this issue.  Thank you for your time...

If it were a problem with the key or programing the car would not crank. Check to see if you have power at the fuel pump while cranking and see if you have fuel pressure.   fuel pump is under passenger rear seat under black metal cover.   Depending on the year of youre bmw it may have a fuel pressure port on the fuel rail..  hope this helps......     Thanks Nathan
