BMW Repair: 98 328i exterior lighting, exterior lighting, rubber boot

Question
Evan, I recently got a "license plate lamp fail" fault on the control panel when turning on the lights. So, figuring the bulb was blown, replaced it and still no light. Checked for voltage and one socket is 12v the other (driver side) is 1.47v. Does this indicate a wiring problem or perhaps a relay? All fuses are good, all other lamps, front & rear are operational. What do you think?

Answer
Mark this does indicate a power supply problem. Please check the rubber boot that houses the wires that go inbetween the trunk lid and the body. Pull back the boot and check that the wires are not chaffed or broken from wearing over a sharp edge in the body.
