BMW Repair: DME, obd 2, programmed chip

Iunderstand your area of expertise is OBD 2 and later, but I need a professional opinion.I have a 1/1995 325IS. The cowl flooded, so the DME was too.It wouldn't start.I installed a used DME from a BMW recycler, but I lost the original PROM.I installed an aftermarket PROM, but it still wouldn't start.It turns over, but the DME relay won't ground.I assume the EWS2 won't recognize the PROM.What are my options? Can I buy a preprogrammed prom? Some say only the dealer can re program the PROM , one shop said they could buy a new DME and start the car.Whos right?Thanks for your time.

Butch, did you install the updated water drain kit for the Electronics box? If not I would recommend it or you will have this issue again. PROM's can't be re-programmed They are a programmed chip. You may need to have the EWS and DME "Aligned" so they can release the Starter and the injection and ignition. This can only be done at the dealer asfar as I know. I would speak to an older technician at your BMW dealer as to their opinion as I admit I am not well versed at this issue. I also know we had a numberous amount of problems with the EWS 2 system components. Good luck
