Towing Issues: NYC Towing, tow zone, tow away zone

Question
Is it true that every block in manhattan is a towing zone.
I parked in front of one liberty @ 2:00pm on a Thursday where the sign indicated that there was NO Parking Monday through Friday from 8:00am - 6:00pm. I was late for a very important business meeting and figured the most I could get was a $65 ticket. Well to my surprise when I came out of the meeting my car was gone -- towed to pier 76 -- It costed me $185 plus the $65 ticket. I was told that since I was parked illegally the city had the right to tow the car. There were no signs that indicated I parked in a towing zone. So my question -- If you are parked illegally anywhere in the city even if the signs do not indicate a tow away zone, the city can tow your car. If true I bet many new yorkers have no idea about this law.

Answer
well I tried to find any law which said that in NYC, "no parking" meant it was a tow away zone, but then by the same thing, I did not find anything that did not say it was not a tow zone... I did find lots of stories about the problems parking and the "horror stories" also...

That being said, I would have to say that general knowledge of NO PARKING would mean that you would get a ticket and be towed especially in Lower Manhattan..

The area down there has very narrow streets (from what I remember when I lived in NYC in 1976), and as such any vehicle in a no parking zone would seriously impede traffic...

As to the signs, well I know that NYC as so many laws and as such its hard to keep them all straight, but I bet that they have some rules about no parking and tow away zones somewhere in there...

Plus the tow trucks used also belong to the City and so does the pard at the Pier... That being said, I know it is a "great source of revenue" for the city and as such they do tow.

Now the signs also might not be on every post but they might be posted somewhere on the block also.
I did find references to a severe backlog of "sign maintenance" and replacement.
