BMW Repair: ignition keys, bmw north america, 318is

Question
BMW North America tells me that all 10 spar keys have been issued for my 1995 318is and can not give me another (I'm 3rd owner).

I have only one ignition key left - is there a way to match the "chip" inside the key?  Can I purchase another somewhere? Is there a way to have one programmed?  I can see the device and read it's labeling ….

Can you refer me to someone?

The Electronic Immobilization System module is seperate from the rest of the modules and can be replaced by itself. Ask the dealer if they would replace it and make more keys.  If they wont then find an area rep.,there has to be a way to get more keys.
