Those relays have checked out ok. I'm loosing the control voltage at K7 shortly after the engine turns on. Tach goes out as well. Also fuel and temp gauges are completely out. Windows work fine. Thanks for replies!-------------------------

Question -
My heater blower, A.C., and other components on the same current path are shutting down when the engine starts. They only turn(briefly) when I turn on the engine. Then about two seconds later they shut down as if a logic circuit is telling them to do so.
Answer -
What year and model? What kind of heating, manual or automatic?

Answer -
Sounds like a bad unloader relay, K7.It controls fuses 19 and 20
It should be the front relay in the underhood box.
There is anouther unloader relay,K5, that could be involved.  Does your sunroof and powerwindows work?

Answer
OK, phase two.Does everything work with the key on, engine off?
Unloader relay coils are grounded throught starting motor except when starting.
When starting, battery voltage is applied to both sides of the relay coils and relays are de-energized.
If fuse #10(7.5amp) is hot in run then check the bk/gn wire to the starter. It should be grounded when starter is not operating.  Could also be an internal starter problem.Let me know.
