Can I Change oil without using a new filter? WHat is the best oil and filter to use? I have a 1967 American 440.

Yes you can....but why whould you want to? When you change your oil, but not the filter, you leave 1 quart of dirty oil in your engine. Yuk.
As for the best oil, that's very subjective, but easy. I would say Amsoil is the best. It is a true synthetic oil. It was the first synthetic to be API approved. They offer a complete line of automotive lubricants and filters. It is a bit more expensive than conventional motor oil, but as the old saying goes, you get what you pay for.
I have used it for years in all my vehicles, and small engines. That includes some racing applications.
