Go to page 7 of this web site:
http://installdr.com/InstallDocs/Honda/PDF/466037.pdf

It tells you where the wires are going, etc.

It is either a wiring problem or a dead amplifier in the head unit.

ONE: I suggest you pull the unit and look for a broken wire around the connector as you can see in the page mentioned above.  Removing the unit can be done as in the earlier pages.

TWO:  If the wiring is okey you will probably need to purchase a new radio/cd unit as the repair cost for fixing the audio in the unit is more than the cost of a comparable new unit.

THREE: If you go to www.crutchfield.com you can get a listing of the many head units that will fit your car. If you decide to purchase it from them it will be supplied with a wiring harness/adaptor and instructions on how to install it by yourself.

Hoping this helps. Please let me know if you need more.

Honda had several optional sound systems for that year.  If yours is the plain/jane version the amps are internal to the head unit mounted in the dash.

If it had external power amps they would be mounted under the seat somewhere (sometimes behind the dash) but you can easily tell because the speaker wires are coming from the amplifier. If you can get down under and see where the speaker wires are coming in and if they are going directly to the dash-mounted head unit, the amps are internal to the radio/cd unit.

Repairs will be quite expensive if the amps are down.  Probably better to replace the whole head unit.  The car is a '98 year, so head unit is getting old and near end of life.

Crutchfield.com shows many units that will fit your car; there are several under $100.  If you decided to purchase it from them, you get instructions and wiring harness from them which makes it easy to install.

Hope this helps solve your dilemna.  Let me know if you need more.
