Audi Repair: 00771 - Fuel Level Sensor (G): Open / Short Circuit to B, fuel level sensor, fuel gauge

Sorry, I did not tell everything:
The car has following symptoms:
1. The fuel gauge show full
2. The lamp indicator blink: go to refill.
3. in the tank is about 20 liters petrol
4. If I pull out the connector of fuel sensor (including the pump - 4 pin connector), the situation is the same
5. VagCom tells if the DTC is:
00771 - Fuel Level Sensor (G)
         30-00 - Open or Short to Plus,
Then:
Possible Causes
Wiring between Fuel Level Sensor (G) and Instrument Cluster: Open or Short Circuit
Possible Solutions
Check wiring between Fuel Level Sensor (G) and Instrument Cluster
Check Measuring Block Value
6. The measuring block value indicates 168 liters!

Therefore, I checked the wires: it seems to be ok - no open circuit.
I remove the instruments, and at the fuel gauge, I have found one of third micro wire cut off. I repair that, and install the instruments.
The result: Fuel gauge indicate full, but the lamp remains shut off.

SO, If you check V/B and it show 168 lites, was the 4 pin connector connected or nor?
If it was connected, try to disconnect and see if the value change, that will mean the problem is inside the tank. If it stay the same you have shorted cluster which is showing the wrong reading. (knowing the wires are OK)
