Condensation (clear water) will gather in puddles on the passenger side of the vehicle behind the engine when the vehicle is stationary with engine running and AC on, especially under very humid conditions. This is a normal event and you should not be concerned.
This is just condensation and there is a vent tube in that location to let the water flow.
When this tube gets plugged from debris such as leaves and the water can only back up, one will notice a musty smell in the vehicle.
If it is just clear water you see and not anti freeze/coolant you have nothing to worry about.

GM ignition recall: On Friday June 13, 2014 additional vehicles were named including the 2000 Cadillac Deville. The National Highway Safety Transportation Administration is the agency in charge of recalls. I have had experience with them and the problem is that they are not always fully aware of the scope that recalls can reach. One such example is they may recall a Chevy model truck, yet not realize the GMC counterpart is the same vehicle. I believe such s the case here as well. The ignition in a 2000 Deville may be the same part number as that of a 2008 Chevy Equinox. The key blank is exactly the same, however part numbers are different because of the Cadillac logo on the head of the key compared to the Chevrolet logo on the head of the Equinox key.
GM did not manufacture the locks and keys. Instead ignition locks and keys were manufactured by a sub-contractor with GM, Ford, Chrysler specifications. There are two subcontractors in Milwaukee that manufactured the locks and keys for a majority of the American style vehicles. The plant that manufactured the keys and locks for the GM, Ford, Chrysler and Mitsubishi vehicles, I have been in numerous times and I was aware of every operation from raw material to the finished product.
I have also qualified in 19 state courts and federal court numerous times over the last 18 years as an expert witness on ignition locks and keys.
With all this said, it is my opinion that there is a very good possibility that this recall could effect all GM vehicles going back as far as 1995 and the introduction of the double sided cut`key. I feel we are highly qualified to serve as experts/consultants on these matters.

QUESTION: I have a 1999 Cadillac deville a/c is cold but only blows air on the dashboard and on the floor nothing threw the vents I put it on high and recycle button and still doesn't work there are some rods behind the glovebox that I moved and got it to work for a while but now its doing the samething only on the dash and floor???

Actually, your problem is easy to give you a general answer, but without being at the vehicle I can not tell you the problem component.
You complaint is centered around vacuum. The mode doors (probably the rods you were playing with) are not working correctly. This could be in your a/c controller a problem with the mode door, or a problem with a vacuum line.
When you put the control in the A/C position, certain mode doors close and others open. The same holds true if you go to heat or defrost.
When in a/c the defrost and floor doors close and the air is directed from the dash.
To determine te problem, you need a hand held vacuum pump.
All mode doors must be checked for opening and closing when vacuum is supplied. If the door does not open and close with vacuum applied, you need to see if the linkage rods are bent or if the door is sticking. If vacuum supplied does not cause the door to move, you may have a bad vacuum diaphragm at the door. If all the doors open and close wit the vacuum pump, you either have a bad control or a pinched line.
My suspicion is that you located the problem with the rods you were plating with. Either the diaphragm is leaking and does not have enough strength to close the mode door, or something is bent or binding either in the linkage or the door.
