My question is, why my top radiator hose is cold? Is there a reason why the coolant not coming out the motor, change the water pump and thermostat. But still no coolant flow not even coming out the purge line. Please help me understand my problem.

These engines are notorious for circulation issues. They have small water jackets. A piece of old water pump or thermostat gasket can plug the engine. It does not take much.
Why do't you have the cooling system back flushed and hopefully if something is stuck in the cooling jackets, you might free it up. The other thought is that the radiator may be plugged. You need to make sure as well with a pressure tester of the system, there is 15 pounds. If not, cooling system will not circulate either.
You do not want this engine to overheat, because that is when the big bucks come in.
