Answer
Hello,

Here is what I can tell you for now. You are dealing with two separate circuits. The fan (Cadillacs are notorious for heater A/C blower issues dating back to 1982) is on switched power. I don't remember the style the 1997 Seville ran. The older models had a molded epoxy resistor unit under the hood on the passenger side at the firewall and could not be serviced, costing the owner upwards of $350 if one could be found new. This style is easy to spot. The blower wire went directly to this module and all you had to do is follow the wire from the fan upward. On other models the fan blower was controlled through the BCM (Body Control Module)also known as the computer for the car.

Cadillacs are nice cars (I have owned over 20) They all have certain common characteristics. The blower motor components fail. The so-called anti theft known as VATS fails causing the engine not to crank, and never, never let the aluminum engine over heat even just a little bit, or the repair can easily cost one more than what the car is worth.

The trunk light, the dome light and the lighter are all on the same circuit. I believe you will find the gas door on the same circuit. If you don't have a blown fuse, then finding the problem gets more difficult. A loose ground under the dash could be responsible, or you have an open in the circuit being caused by a loose connector.
Situations like this require a factory service manual to trace circuits, find connectors and to locate the ground connections.
I would recommend trying to purchase a factory service manual on Craigs list or Ebay, and it will come in handy for future repairs as well. The manual will also assist you in diagnosing as to why the blower motor is not working.

Good Luck!
