What will cause the engine cooling fan to continusously run even after engine is cooled down and car is turned off. It will run until the battery is drained.

It could be as simple as a bad fan relay or possibly a bad bcm (body control module).

Check for a bad relay first. Your owners manual may show the location of the relay under the hood.
