Towing Issues: Towing, tow truck drivers, tow driver

Question
We live in Colorado and recently had out vehicle towed off a curb right in front of us.  I was parked in a fire lane and realize this was my fault.

We were able to get the driver to stop long enough to get my wifes purse out of the vehicle.  We asked the tow driver what could be done for him to drop our car.  He responded by stating the property manager would need to authorize the drop.

The question I have is if tow truck drivers are required to offer a drop fee in this type of situation?  We were not even given this option by the driver when we asked him.

Answer
well I know that Colorado has some strange rules on impounds from what I have been able to find out...

I guess if I wanted to, I could have a tow company in Colorado Springs do the impounds from Vale, or Ft Collins...

But as to the drop fee, that seems a bit strange that they would not offer or accept a drop fee on the vehicle.. Generally that is an option, but then again I have done tows for managers who are tired of dealing with violators and tell us that it has to go to the yard before it can be released...  But that is kind of not the normal deal.

Now I have tried to research Colorado towing laws, and I am not having much luck with them online (or they hide them real good), and I have even tried to get some towers I know up there to send me links to the rules and regulations, but no luck as of yet.

I wish I could provide a better answer but I am severely lacking good information about Colorado laws.
