what would cause the electronic dash to not work

It could be a number of things. A bad fuse could be the problem. A bad cluster or cluster connections at the dash/speedo.

The last time I answered on of these questions on a car that had been stored, I suggested looking under the hood for a rodent nest. Owner came back and said I hit the problem right on the head.

Digital dashes are known for internal problems. I suggest that you look at your owner's manual for fuse box locations and check all the fuses first.
