Cadillac Repair: 2000 Cadillac STS, volt ohm meter, cadillac sts

the check theft system light is going on....also car will not start....everything is dead....then sometimes it starts. Also the horn doesn't work, my husband changes the fuse %26 horn works for awhile then the fuse blows again %26 I have no horn. It is a 2000 STS. Can you help me with this problem?

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL VOLT/OHM METER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
