QUESTION: From time to time neither the heater or air conditioning will work.  When set, the blower doesn't turn on.  Then for no reason, it will just kick in for a week or two.  The off again.  The check engine light is not on.

ANSWER: Is it just the blower that does not run ?.

QUESTION: Yes.  Everything looks 'normal', as if either the ac or heater will kick in, but nothing happens.  The settings all look OK, but no air comes out.

You either have an intermittent fault in the blower motor or in the A/C-Heater programmer. You will need, If necessary, Electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.  I do not have a website so you will have to e-mail: onlineautohelp@msn.com in order to obtain the information.
