Cadillac Repair: Lock cylinder replacement 82 Seville, steering wheel lock, cadillac seville

I bought a tilt/telescoping steering column at the junkyard from a 1982 Cadillac Seville. It didn't have a key. If I get the VIN, can I go to the Cad dealer and get a key cut? If I have to install a new cylinder, can you give me a few tips?

You will need to replace the lock cylinder. You will need to purchase a STEERING WHEEL LOCK PLATE REMOVAL/INSTALLATION TOOL FOR A TILT & TELESCOPIC STEERING WHEEL at any auto parts store as well as a steering wheel puller.
