Cadillac Repair: Some was dumb enough to try to steal my 1990 El Dorado, hammer and screw, sterring wheel

Hi Bill:

As the suject line states, someone tried to steal my car. Looks like they took a hammer and screw driver to my Ignition Lock Cylinder and broke it up pretty bad. I need some help , it seems that I am about to buy a new lock cylinder, thats fine but I am hearing that once I buy it I still have to go to the dealer to have the key coded. That really doesnt make alot of sense to me since the key has a simple diode in it. Also. I will be doing the repair myself in the street and with no access to a repair manuel. I am worried about deploying the air bag in the sterring wheel. Can I just detach the negitive battery cable. From what I remember for working on cars in the past there is more involved. Also. I read alot on this site before asking a question. Everything I have seen up to the 91 deville. 2 20 gauge white wires , and orange wire / radio shack fix, a.k.a anybody can start my car  problem. But since I have my key can i just go to the wires themselves , expose them put my key on the wires and start my car with a pair in needle nose plyers and drive it home where i can fix it correctly. Im a couple hundered miles away with very few tools. Please help
