Cadillac Repair: 1992 deville, powersteering pump, rubber components

Question
I have a 92 deville and there is a slight howling noise coming from the front right wheel area.  It gets louder the faster i go.  Is this a wheel bearing problem?  Also the power steering is stiff when the rpm's are low but works when under throttle.  Someone told me it may just be a dirty powersteering pump filter? thanks

Answer
FIRST swap the tire on the front from where the noise is coming from with the back tire on the same side of the vehicle to rule OUT a possible tire problem. If the noise is still in the same spot, This would be a faulty bearing and or a possible CV-JOINT failure. look under the car and see if there is any grease splattered where the noise is coming from or if you see any rubber components that are damaged.
