Cadillac Repair: 1990 Cadillac DeVille, pay pal account, dashboard lights

My daughter's 1990 Deville won't start despite a new battery, new starter.  The dashboard lights, dome, horn blows, etc. nothing else.  Slight clicking under the hood just about front center over the block when the ignition key is turned.

Probably a PASS-KEY fault. You can test it by jumpering the starter relay.
