Cadillac Repair: no a/c -heater blower, auto repair business, diagnostic panel

1994 Cadillac DeVille  4.9 V-8 , With ATC .    Heater blower doesn't work. I checked all the fuses for power , to and thru. The blower has power to the two outside wires in the connector. I replaced blower motor assembly. I borrowed a programmer from a salvage , it's still not working. There have been no other repairs that I know of. I am a one man shop and have been in the auto repair business for about 25 years. Any help would be appreciated , Thanks.

If you are POSITIVE that the blower motor and the programmer are ok, Then your fault would be in the data line from the IPC (instrument panel control) to the programmer or an open data line.
