Cadillac Repair: 1987 Cimmaron Heater control trouble, vacuum lines, micro switches

Hello,
 I have a 1987 cimmaron. The car has 43K miles, garage kept, never in rain let alone snow. All the heat and airconditioning controls work fine except the button marked "heat". This button when pressed should open a duct to allow the air to blow on the floor. The duct does not move. I connected a mighty vac to the vacuume motor and the duct works fine. It also holds vacuume fine. When the "heat" button is pressed there is NO vacuume being pulled through the line to the vacuume motor. This line is BLUE in color if that helps. All the other control buttons work fine, MAX air, air, vent, defrost.
The buttons seem to be micro switches. The button clicks like the rest of them when pressed. If the air conditioning is on and the "heat" button is pressed then the air conditioning turns off but the duct does not move. This tells me that the button works.

Answer
You need to replace the AC/Heater PROGRAMMER unit which is behind and below the glove box and has a block of multi-colored vacuum lines attached to it.
