Cadillac Repair: A/C Blower 99 Cad Sedan Deville, automatic climate control, cadillac sedan deville

1999 Cadillac Sedan Deville. I have automatic climate control. The A/C Blower does not come on in any mode- heat or cooling. The compressor cycles correctly.  All vacuum actuated doors appear to open and close correctly.
The connector plug into the blower on the firewall under the hood has a red, a black and a grey/white wires to a 3 pronged plug on the blower.  The red tests hot- the black tests ground  - the center has nothing.

How can I diagnose to see if the blower is bad or if it is in the one of the controller modules, or relays?
