Cadillac Repair: ECM Code E030 and noise from belt, autohelp, accurate diagnosis

Hello,

I have an 89 Eldo 4.5L, 110,000 Miles. The SES illuminates right after startup. If I check the codes with the climate control, the only current code is E030, which I have thus far found to be ISC RPM Out of range.  The ISC Motor freaked out on me 2 weeks ago to the tune of 70MPH with my foot off the pedal. Had to 2-foot the brakes to safely stop, the engine died and killed the ignition module. Replaced Module and ISC Motor, still gets the code and idles high until I kick it down once it hits proper operating temperature.

Any Ideas?

Also, lots of noise coming from the serpentine belt drivern accessories, think it's the water pump- Big job? or no big deal? In other words, is this a driveway repair or do I need anything special?

First thing I need to know is did you try and ADJUST anything at all to fix your problem ?.

I must know EVERYTHING you did.

The most common faults are:

1. A faulty ISC motor.

2. A faulty ECM (computer).

3. A shorted circuit.

4. An open circuit.
