Cadillac Repair: water pump, autohelp, torque wrench

Hi, I have a 93 Cadi Eldorado 4.9L V8; I am changing my water pump and do not understand what 30ftlbs means in relation to tightening? I am also wondering if the timing belt and serpentine belt are the same thing and if not where the timing belt is located?  Lastly (not concerning the water pump) when I am coming to a stop it feels as if the car is swaying left to right, is this a problem with my shocks?  I know my top engine mount is broken, could that be the problem? Thanks

You need a TORQUE WRENCH in order to install the bolts at the correct FT LBS.

FT LBS basically means HOW TIGHT you tighten the bolts.

The serpentine belt is what drives the water pump, alternator, power steering components.

The timing BELT/CHAIN is what keeps the crankshaft in sequence with the crankshaft.

YES, A broken motor mount can cause this swaying.
