Chevrolet Repair: 97 chevy blazer emission failure, chevy blazer, test failure

My 97 blazer computer restarts every i turn off my car and this causes me to fail emissions, i was told it has something to do with my fuses but hell i dont know.
i was wondering what i should do to rectify this situation?

HI JUDE THIS IS KIND OF VAGUE WITOUT ANY HISTORY. I ASSUME YOU MEAN WHEN YOU TURN THE CAR OFF THE MONITORS IN THE PCM RESET THEMSELVES TO NOT READY.CAUSING EMISSION TEST FAILURE. CORRECT ?? THIS COULD BE FROM THE PCM LOOSING POWER,FROM A SHORT OR BATTERY GOING DEAD...COULD YOU GET BACK TO ME WITH SOME HISTORY, SO I JUST DON'T RAMBLE ON...
