Chevrolet Repair: no power and wont idle, vacuum lines, carburetor

Question
1982 Chevrolet with a 305 barrel.  I have recently started working a on truck that was a friend of mine's.  He was deployed to Iraq during the invasion.  The truck has been setting up ever since. I have tuned it up, and changed all the vacuum lines. I also had the carburetor rebuilt and flow tested.  It starts great but when it warms up and idles down it will barely run. The exhaust is black smoke like it is running extremely fat. It also has no power under a load.  any help would be greatly appreciated!

Answer
Hi Jeffery.... did you set the choke up.... try holding open the choke plate and snap the throttle, that should release the fast idle cam...let it warm up and see if will then run on its own...i will assume it's a four barrel carb... make sure you have power to the choke stat when the key is on...hope this helps
