whats the deal with the fuel delivery? so far, i've burnt up two fuel pumps,and those things aint cheap(300 bucks).
is there a permanent fix for this problem so that i'm not just repeatedley burning up expensive fuel pumps?

No deal on them. they usually last quite well.
There are just a couple things I would want to check.

First, are the pumps really burning up, or just quit working?
I am sure a lot of people replace a pump that isn't working because of a loose wire connection. During the change, the connection is moved, and temporarily makes a good connection. That can be the power wire, or the ground wire.
I have done it myself, and the orriginal pump was just fine.
In my case, the connection was inside the tank.

If the pumps are really being ruined, or burnt up, it is possible low voltage is the cause, possibly from poor contact in the wire harness.

I would probably connect a pressure tester, and make sure the fuel pressure regulator is working correctly, but even if it isn't, it is hard to burn up a pump if you keep plenty of gas in the tank. The gas keeps the pump cool.

So if you still happen to have one or more of the old pumps around, submerge it in a bucket of DIESEL fuel, NOT GAS, and see if it pumps when connected to a battery with jumper wires.
The diesel won't explode, like gas might due to a small spark from the jumper wires.
