Wipers will not come on. I have checked the fuse and the switch seems to be fine. All the wire harnesses look fine. Any ideas?

Get under the hood, and find the wiper motor, and the connector.
Wiggle the connector.

I immagine the cold solder joint problem is what it will be.
Remove the bord, and resolder the larger joints where the wire plug connector attaches.

How hard is it to replace the motor? I have another one that I know works. Does the cowling have to come off? If so how hard is it to get it off?

Answer
Replacing the motor isn't all that hard, but it is much easier to replace or repair the board. it just pulls out after removing the three torx screws.

If you pull it out, look real closely, like with a magnifying glass, and as you wiggle the connector, you may or may not even see the cracks in the solder.
But if you hit each of the five larger joints with a soldering gun, and reflow the solder, it will almost always fix the problem.
Do a google search for GM wiper problems, and you will find it.
It was a real common problem in the late 80's and early 90's.
No need to even remove the motor....just the cover, and the board.

Yours might remotely be the motor, or even a fusible link, but with all the solder joint problems they had, I would bet on it.
