Chevrolet Repair: Electrical System, chevy lumina, daytime running lights

Hello Van.  I have a 1996 Chevy Lumina.  I purchased it at a Government Auction.  It was a confiscated vehicle.  I have had numerous "so called" Chevy repairman look at it with no luck.  

When you start the vehicle, all the lights come on: headlights, taillights, inside dash board lights.  Do you have an idea as to where the electrical system may be messed up?

I had two people tell me "Oh that's just the daytime running lights.  Well, daytime running lights don't consist of taillights and dashboard lights --- do they?

If it was confiscated, chances are it was stolen also.
Down on the steering column, above the brake pedal, is the ignition switch.
Also in the same area, is at least the headlight dimmer switch for sure, and maybe even the headlight switch....I'm not sure on that.
But, if during hotwiring the car, or repairing some cut wires, if one of the headlight wires was accidentally spliced to an ignition or accessory wire, they would all come on with the ignition switch.
