Chevrolet Repair: distributor cap, chevy astro van, chevy astro

I have a 95 Chevy Astro Van AWD - every once in a while it spits & sputters, only when first started then is fine the rest of the day and not everyday - like it's not getting gas.  My Chevy dealer said I needed to change spark plugs & wires and distributor cap and rotor.  How do I get to the distributor cap?  Do I need to take the cover off inside the van?  Does the dash have to come off?  My son is trying to replace these for me.  Any help would be appreciated.

Also when I brake hard the van pulls to the left.  The dealer said I need front brakes and that would solve the problem.  Is that correct?

Start with the pulling...it may need brakes, but there are other things that could cause it to pull, like a flex brake hose being restricted inside, and limiting the flow of fluid, or a piston sticking on one side.
Removing the wheels and checking them is the best way of seeing if brakes are needed.
The sputtering...I'm not sure that engine even has a distributor cap, but it does have plugs and wires, and they could need replacing. Removing that cowling inside would make it much easier, and that is not difficult. A fuel filter could also be the cause.
Really, I would be tempted to run a bottle of injector cleaner through a couple tanks of gas, and see if that doesn't help first.
