Chrysler Repair: no start issue: 00 Neon

QUESTION: i have a 2000 neon and its giving me 7 codes. p1388 p1389 p0123 are my worrys the other ones are p0551 p0135 p0118 code p1684 isnt a worry(battery disconnect within 50 start) the p0118 p0135 p0123 p0551 were their for awhile but now that the p1388 and p1389 are their the car wont start i tried the relay fuse but its still wont start. please help me.

ANSWER: It either has to be fuse 21 is 'open' as it supplies power to both the actuation coil of the ASD relay and to the points of that relay. So see if you have or don't have 12v on the two inboard pins of the asd socket, and then when you crank the 12 v should appear on the front/inboard pin of the socket when the relay is plugged in for that would show the relay was closing. That output of the relay voltage in on a red/white wire at pin 16 of data link connector, pin 46 of the pcm, and pin 60 of the fuel pump relay (outboard/front pin of the socket which when the relay closes should show 12v on the rear/inboard pin of the socket if the relay closes. May be either fuse 21 is not working or there is a problem with cam or crank sensor signal not satisfying the pcm that it is ok to close those relays. These pin assignments are from the '01 manual.

QUESTION: I'm getting fuel and spart it just keeps reading the same asd code the cam and crank sensors are new and the fuel pumps working

ANSWER: Those ASD codes may be stale codes which you can erase by disconnecting the battery. Then try and start it again to see if they return. If you have spark and fuel pump then the ASD is working and you shouldn't have the ASD codes. Check out the exhaust gas recirculation valve to be sure that its stem is closed tight by means of internal spring action. If it is gummed up spray some WD-40 on the stem where it enters the valve body and then move the stem back and forth via the slot in its stem and the tip of a screw driver. Were that ajar it would prevent the engine from starting and idling.
The higher than normal voltages on the ECT and the TPS may be a sign that the 5v supply wire is shorted to the 8v supply wire.

Hi Matt,
And you did check fuse 21, correct? And you still get the 1388 and 1389 codes? and you are getting 12v to pin 16 of the data link connector? I guess I would check out the voltage on the throttle position sensor signal wire (orange/dark blue on pin 2) which should range from 0 to 5v. If that were off for some reason that too could prevent starting. The violet/white on pin 3 should show 5v.
