Chrysler Repair: Chrysler voyager 2000, R/H window regulator and horn not functioning, chrysler grand voyager, auto electrician

Hello,

Hi I have a chrysler grand voyager 2000 6 cylinder petrol which i recently purchased, the horn does not work i have check the fuse under the hood which seems to be ok. And also took it to an auto electrician to look at who didn't want to touch the horn as he said it was a job for a specialist he didn't want to tamper with the airbag and recomended we take it to a specialist which we havent done yet. what would the possible problems be if the horn is not working and the fuse is fine?
We also have a window that's not working we brought a window power regulator second hand which our machanic has put in.he's said the old one was shattered how ever the second hand one we brought only winds up the machanic has suggested that it may be the switch board how ever when we brought the part the guy took the window regulator out of the car he was wrecking himself he tested it and was saying it should have been working on both side's however it was only working moving up on one side of the regulater, could this be the possible problem for the window now only being able to windup as the guy said it was working winding up and down before he removed it for  us. he also continued to state after he removed it saying he should have wound the window down before he removed it as it would have saved time stating he tried to take a short cut when removing the window regulator maybe it didn't wind down to begin with. Is their any other possiblities or would and electrician be able to diagnose a problem in this case is their a possibility of being able to fix this problem of only being able to wind the window up but not down or would we need to purchase a new window regulator. their so expensive. would appreciate your feedback

Hi Jason,
On the horn problem, if the fuse is good then I would open the power box in the engine compartment to see if the horn relay clicks when a helper tries the horn, with the ignition switch in the 'run' position. If it doesn't then try to exchange the relay with another one in the box that has the same part number. If it still doesn't work then it probbly is the fault of the flexible coupling between the steering wheel and the steering oolumn being 'open' and needing replacement. It the relay clicks, then it is the wire from the relay to the horns that is 'open'. So check that out and let me know what you find.
On the window motor problem I would first check out the operating switch in the passenger door.
It has a screw that is hidden by a decorative cover which once removed will allow you to remove the switch.  Then lift the tab and remove the wire plug. Then use an ohmmeter or continuity tester to see if you get continuity between pins 1 and 8 as well as 2 and 5 in the up direction of the switch, and continuity between pins 1 and 5 as well as between 3 and 8 in the down direction of the switch. The pin positions are shown on the plug and also probably on the switch itself. If either of the two continuity tests in the down direction don't work then replace the switch, or you could try to spray some contact cleaner inside the switch. If all the continuity test are OK, then let me know and I can tell you the next electrical test.
