Chrysler Repair: Chyrsler LHS guages and atc not working., illumination lights, 1994 chrysler lhs

QUESTION: I have 1994 Chrysler LHS 3.5L. The instrument panel does not measure anything. The gas gauge, temperature, manual speedometer and odometer and rpm do not move. The speedometer will move to just above zero but will not register acceleration. I have replaced the ATC, checked the fuses (14 was blown, replaced it), and checked the ground to the body under the air bag controller. After replacing the 14 fuse: ac blower cycles on and off at a one second interval; the interior lights are also blinking in time with the blower. The battery will discharge down in about two hours once I put the 14 fuse in. I currently have it out to keep the battery charged. Can you give me any insight?

The items that the #14 fuse supplies, on a dark blue/white wire, are the body computer at pin 13, the remote keyless entry (if equipped) at pin 2 of the blue plug, the illumination lights of the right and left door lock switches, the vehicle speed control relay coil actuation at pin 16, and the stop lamp switch on a yellow/red wire when the speed control relay is activated. I suspect that either one of those wires is shorted to ground or one of those items is defective. The body computer is involved also in activating the blower motor in the ATC set-up. The cluster is powered by fuse 17. Many of these (like the cluster readings) are functionally related through the digital data bus so I can't be sure whether this is a problem with that, or the bcm itself, or a short that is dragging down the voltage on the functioning of one of these devices. I lead toward some sort of a problem with the bcm. Try unplugging each of them, one at a time, to see what changes...would be my suggestion, and watch the resistance to ground on the cold side of fuse 14 (after removing the fuse) as you do that so see if you can localize the main 'draw' on that fuse (e.g. what when unplugged raises the resistance to ground appreciably).
Is the ATC totally inop except for the pulsing of the blower motor?

QUESTION: the ATC is totally inop except for the temp control; and the defrost button. I am trying to remove the BCM and I am having a problem. I have unscrewed it and released the pin, but I cannot find a way to get it to drop down.

Answer
As far as I know there is only the mounting screw and the pushpin fastener. There are several (3) plugs on the the top and the harnesses for those might be preventing the drop down, but try maneuvering it back and forth, etc. I assume you cut the cloth sufficiently for access.
