Answer
Hi Justin,
That probably is a system situation message, though it could also be about just the pci bus connection between the body control module and the instrument cluster being 'open' due to a loose solder joint at the cluster circuit board. But because the engine won't start I would assume the system as a whole is the issue.
That system is centered in the body computer. Aside from problem with the wiring/connectors, the first thing to check would be that there is power to the body computer in order to create the 'bus' which comes directly from the battery. Fuse 9 (15 amp) and fuse 5 (10 amp) in the junction block behind the left end-cap of the dash are the current supplies to the bcm so look carefully at those to be sure they don't have a subtle crack in the internal wire. Fuse 8 (20 amp) in the power box in the engine compartment is also a central actor supplying the ignition switch so it should be verified. Let me know if those all prove out and I can suggest how to check for voltage along the pci bus specifically to look for opens or shorts. Any other history of the problem would be of interest.
When you said that you confirmed that power was going to the starter, what wire were you measuring to draw that conclusion?
