Chrysler Repair: Turn signals and hazard flashers problem on 96 Chrysler LHS, turn signal switch, chrysler lhs

Question
The turn signals/hazard flasher quit working a couple of weeks back.
I checked the fuses and replaced the combo flasher unit.
I took the turn signal switch apart next and cleaned the contacts. I performed a continuity check and all connections in all positions check out fine.
I get 12+ volts at the fuse in the Power Distribution Center in engine bay and at the fuse in the fuse panel.
At the turn signal switch, with the key "off" I only get 4+ volts from the black/white wire. (should be 12+ volts "always hot" coming from PDC) This would run the Hazard Lights.
At the turn signal switch, with the key "on" I only get 8+ volts at the black wire (Again this should be 12+ volts from the fuse) and I also only get 8+ volts at the black/white wire.
   The fuses are not blowing.
   Where should I look now.
   Thanks,
   Herb....

Answer
What are voltages on the those wires when the plug at the turn signal/hazard switch is removed from the switch and the key is in 'run'? If they are 12V then I would put the plug back on the switch and then remove the combo flasher and see what the voltages on the samee wires are. If they remain at 12V then the combo flasher is dragging down the voltage, if it drops as you describe then the wiring from the switch to the flasher is dragging down the voltage. If the hazard flasher switch is not activated than there is nothing that I can see which would drag down the voltage on the black/white wire other than an internal short in the turn signal/hazard switch.
Let me know what you find.
