Chrysler Repair: NO START, coolant temp, engine coolant

I HAVE A 9 NEON THAT WILL NOT START WHEN IT IS BELOW 40 DOES THIS CAR HAVE A COLD START VALVE HAVE HAD FUEL PUMP CHECKED GETTING FUEL TO FUEL RAIL PLUGS CAP ROTOR AND WIRES HAVE BEEN CHANGED ANY SUGGESTIONS

I would get a fault code readout at a natiowide autparts store such as Autozone where they will do that for free. Let me know any 4-digit number that they find and we'll go from there.
There is an engine coolant temp sensor and often an air intake temp sensor which could be off-value and which may produce a fault code. When you write back tell me the year model and which engine you have. You listed '9', but I need two digits to tell the year.
