Chrysler Repair: 98 sebring convertible jxi will not start, solenoid switch, volt ohm meter

Read a previous guestion and answer about same basic problem only they where having problems with blown fuses. I checked all of these and they are fine. #8 is actually already a 25 amp. Possible previous owner had similar problem with this fuze blowing. I have tried jumping also but everything works but it does not turn over at all. Is it the starter or could their be other problems?

Hi Mike,
The starter will only fire if there are the following:
Sufficient charge on the battery and good connection from the battery to the starter motor, and good battery ground
The solenoid switch on the motor has to close (the loud click that comes from the starter motor)
The starter relay has to energize (a soft click you should hear or feel when you touch the relay while a helper tries the key), that relay is the front one on the outside in the rear section of the box which is hidden by the air intake duct)
The trans has to be in park or neutral (try moving the shifter slightly off the center detent position)
The ignition switch has to have good contacts for the starter position
Fuse 8 has to be working (look closely at the wire inside the switch which could be cracked, which would be the same as blown; better would be to test it with a volt-ohm meter).
Of course the wires between the various parts also have to be connected.
So let me know what signs of life you have: relay clicks? solenoid switch clicks, fuse shows 12v on both sides of it, etc.
Once we find one of those items compromised we can correct the situation. If everything seems right, then the starter motor itself would be the suspect. You could try carefully jumping from the fat red battery wire at the motor directly to the brown wire on the solenoid switch to see if the motor/solenoid are OK. But be very careful not to short the battery wire to ground as it will get very hot instantly and cause a burn.
