Chrysler Repair: ATC Control Panel: LH body, beep sound, electrolytic capacitors

Question
QUESTION: My compressor comes on but the ac nor heat come on.  The ATC led light is out and I cannot do a self diagnostic check.  The bottons on the ATC make a beep sound when I push them.  The ambient fan works.  I check the fuses I can see and they are good.  I could not find a relay fuse for the AC/Heater.  The problem begin with the ac coming on by itself and then turned itself off. The ac would come on gradually although the fan knob was turn on high.

ANSWER: Hi Dac,
I am not clear as to what you mean by the term 'ATC led light is out'. Does the digital readout work? If so you should be able to do the diagnostic check.
The fuse for the control panel is #17 in the fuse box behind the left end of the dash. Did you check that one?
Do you know how to do the diagnostic self check? Let me know if not and I will give you the instructions.

QUESTION: Hey Roland-- I double checked the #17 fuse and it is ok. I tried taking out the M1 fuse and it did something.  It sounded like something was trying to open. Wheter it was a vent door, I do not know.

ANSWER: I don't see any connection between the ATC and the M1 fuse.

QUESTION: Hey Roland,
First, thanks for replying. I checked #23 and that fuse is good.  I have in mind to go to Pull a Part to see if they have an intrepid like mine and get the control panel from it.  It's  a bad deal as the only way to get the codes is on the digital display because when it goes out I am left to fish.  So I take it that until I correct the control panel issue, I will not be able to fix the problem.

Answer
Hi Dac,
As far as I know, it appears that your control doesn't work. You could take it out and look over the circuit board to see if there are any obvious failed componenets like leaking electrolytic capacitors. Those can be replaced and might well restore the function. It is easy to remove: if the ash tray is in the way, remove that. Then there are 5 or so screws around the main bezel.
