Chrysler Repair: 2002 Sebring LX doors will only lock manually and battery drain, door locks, body control module

My daughter recently bought a 2002 Sebring LX  2.4L 4cyl  87,537miles. The doors will not power lock only manually (including the FOB).  For a little bit it worked but then stopped again.  Checked all the fuses and they are all good.
The battery also seems to lose a little power at night while sitting. After driving around I let the car sit for about 30 minutes and checked battery voltage which was 12.7v.  Checked the battery while engine running and it read 14.4v so the charging system is working. I researched some causes and ended up performing the Ignition Off Draw test.  With all fuses in the junction block pushed in and fully seated I read a draw of .038/.039 amps.  I rechecked amps as I removed fuses one at a time.  All amps were the same except for the #5 fuse (IOD Fuse). when I pulled that one out the amps dropped to .012/.013, it's something on that circuit.
Any ideas on what could be causing this or could it be a bad BCM.

Hi Darren,
The IOD current is not that high as to be a cause of the power door lock problem. Current is the ten's of mA are usual. The power for the door locks comes out of the body control module, and it uses the following fuses: under the hood 3,8,17,18,23 and behind the dash 5,9,11,15. So verify that all those are patent. Also examine each fuse for the presence of a crack in the internal wire which could cause an intermittent open. I don't have any other suggestions as to why neither the key locks nor the FOB will set the locks. The bcm does have a 2-wire ground connection underneath the dash, above the steering column, so look for that and tighten the screw that holds it in place.
