Answer
Hi Matt,
I would remove the cluster and then take a close look at the solder joints between the pins of the multi-pin socket and the circuit board. Use a soldering pencil to reheat the solder and re-establish good electrical connections. The cluster in the mid-90's tended to develop 'gremlins' such as you describe for this very reason. Here is the procedure:
I assume the prndl indicator is controlled electrically, otherwise let me know as the procedure is a little different.
No special tool needed. You begin by removing the main bezel that is surrounding the cluster.
Remove the steering column cover
Remove over steering column bezel
Remove left end cover of dash
Remove screw at left end of bezel and headlamp switch
Remove screws holding cluster bezel to instrument panel from each side of steering column
Disconnect strip holding cluster bezel to instrument panel from above right vent louver
Separate bezel from panel
Disconnect wires from back of bezel.
When installing take care not to push on louvers, and use care when reattaching clip to louver

Then remove screws holding instrument cluster to instrument panel
Rotate top of cluster outward
Remove cluster
Disconnect wire from rear of cluster.
Install is the reverse, put bottom in first, attach wire, then rotate top back into place.
