Chrysler Repair: 1996 Cirrus: no starter, radio, wipers, directionals, etc., spare fuse, hazard light

Question
I have 1996 Cirrus LX.  Runs great since purchasing it new. Just today the car would not start.  Battery is strong and moist accessories are operating.  The starter does not "click" at all.  Radio, directionals, wipers, and just the rear passenger window do not work.  Heater blower works-air conditioner light and rear window defroster lights do not go on when buttons are depressed and blower is on.  Other power windows, door locks; hazard light. head lights(parking, regular, and high beam), trunk light and interior lights work.

Not sure what is going on and looking for help before towing to a repair station.  I thought it may be a solenoid, but with all of the other electrical issues.

Thank you for any advise

Answer
Hi Larry,
There is one fuse in the box in the engine compartment that plays a role in everything that isn't working. It is fuse #8, called the 'ignition' fuse which is 20 amp size. It is either blown or has a subtle crack in its wire that is the same as being blown. So try replacing that, and if it blows again we will sort out the various sub-fuses that it powers to find which circuit is overdrawing it. You could 'borrow' fuse #2 which power the anti-lock brake module just to get you going if you don't have a spare fuse on hand.
