Chrysler Repair: 91 dodge dynasty no start, dodge dynasty, fuel pump relay

I bought my daughter a 91 dynasty (3.3 V6)and all was well for a year. I got a call saying she drove it to her sisters house and then went to restart it and that it wouldn't.I'm hundreds of mils away and when I finally got to check it out,found that it would fire up on starting fluid.so I didn't hear the fuel pump energize,and replaced the fuel pump relay.still didn't hear it energize,but tested power to the pump upon turning the key to ON.brief flash of light.figured it was working.went up to fuel rail and uncovered the schrader valve and depressed the needle valve.fuel sprayed out. with the needle valve depressed turned it over and the car started immediately. figured,GREAT! she drove the the car for a few miles then parked it at a store.when she went to start it again same problem.so I opened the valve and depressed it again,with the key off,a little gas came out again. I had her turn it over while I depressed the valve again.alot of fuel sprayed out,but it didn't start right away so I had her stop.Now when we crank it over there is no fuel coming out the valve.I'm wondering what to do now.why did it work at first,but not the next time.there is still power to the pump.the fuel filter under the car has not been changed lately.But I am wondering if the pressure regulator on the fuel rail may have something to do with the problem in the first place.can you make sense of this.

I would hold off on the fuel pressure/pump issue for now and instead use the self-diagnostic capability of the computer. Use the ignition key: "on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Then watch the check engine light, which remains 'on', which will begin to flash, pause, flash, etc. Count the number of flashes before each pause. Then repeat the process to be sure of an accurate set of flash counts. The last two sets are always 5 in each. Then group the numbers in pairs in the order of appearance to form the 2-digit fault code numbers. The last number will thus be 55 which is the code for 'end of readout'. The numbers before the 55 are the fault codes that may point to exactly what the problem is. Write back with the other numbers or go to www.allpar.com/fix/codes.html for a code list translation. I have the wiring diagrams for the car so let me know what you find out and I can tell you what to do.
The fuel pump is supposed to run for about 1 second when you first turn the key to run position. It then starts pumping again when you crank the engine and will continue to run while the engine is running on its own. But for safety purposes it will not run unless the engine is turning over so when you released the fuel pressure you may not have had the pump running for long enough to rebuild the pressure. So lets go back to basics and get the codes and then see what they say may be wrong.
