Chrysler Repair: lhs fuse #14 panel question, amp fuse, fuse panel

QUESTION: Hi Roland,
 I have a 1995 lhs, 3.5 engine, a few weeks ago,after a night of hard rain I went out the next morning to start the car, it would not start,It cranked over ok but I had no fire or fuel. It also had no engine light on the dash, so I could not check trouble codes.
 I read on this site to check the 5 amp fuse in the fuse panel in the  dash. The fuse looked ok, but I replaced it. The engine light came back and the car started.
 I have driven it regularly since but it has cut out while driving a few times. It is usually just for a second and then it comes back, but one time I had to remove the fuse and replace it again to get it to work again,,I don't think the problem is the fuse though. I tested the fuse panel with a volt meter (with the fuse removed) and there is 11.6 volts on one side of the fuse socket and there is 1.65 volts on the other side of the fuse socket. I do not think this right, should there be power to both sides of the fuse??
What could be causing this. The trouble codes show only 12, 55.

ANSWER: Hi Allen,
Can you tell me a fuse # or other ID for the "5 amp" fuse in question? There are several such fuses, thus my question.

QUESTION:  I just checked, it is #14 fuse "Cruise Mess Cntr"

Hi Allen,
That fuse supplies the body computer, the message center, the remote keyless entry module, the automatic day/night mirror, and the power sunroof, and the light for the power door lock switch on the driver side. Because of all those connections to modules I am not certain that there could not be some voltage on the otherside of the fuse socket. The only way to find out would be to go to all those points and unplug them one at a time to see which is carrying some residual voltage.
