Chrysler Repair: 98 Dodge Minivan Radiator fan runs continuously., dodge minivan, obd ii

My radiator fan won't turn off, even when the engine is cool. We have checked all the relays, the fuses, the wiring, and the sensors. At the shop, nothing came up on the ohmmeter, stumped the mechanics. We have the book, and have checked it all. The only thing left is the OBD-II.  Have been having a really hard time figuring it out, spent a lot of money so far.
We are special ordering one more relay, that is mounted under the driver side fire wall, which don't even have a name or description and no one can find in the books or computers. Took 5 hours finding someone who found, but they don't carry it.
If that don't work next, or if thats not the problem, maybe next is the PCM, which no one carries in my area.
Please help if you have any idea or can help me.

Hi Shelly,
I believe that the problem is the solid-state fan relay which is mounted on the surface of the left side frame rail, just to the left of the radiator. Follow the wires from the fan module and they will lead you to the relay. You may want to remove the air cleaner to see it, adjacent to the lower air cleaner mount. That relay has a history of failure and in fact was the subject of a manufacturer's recall. You can go to a Chrysler/Dodge/Jeep dealer and check whether this recall applies to your vehicles VIN and if it hasn't been replaced already then they should replace it for free.* I have the circuit diagram but basically the PCM puts a 5 volt (or less) signal on the relay. Then the PCM provides a pulsed signal to the relay that either turns the low or high speed setting. So if you haven't found and changed the relay, do that first, ideally for free from the dealer.
